 International Technical Cooperation

The National Programme for International Technical Cooperation in 20122016 was approved by the Regulation of the Council of Ministers of the Republic of Belarus from 4 May 2011 No 411.
The National Programme for International Technical Cooperation in 20122016 is a basic instrument introducing Belarus needs in international technical assistance to the donor community, and also determining the national policy framework in this area, national priorities for international cooperation, current and future needs of the Republic of Belarus in assistance.
The National Programme for International Technical Cooperation is based on regulations and requirements of the Directive of the President of the Republic of Belarus from 31 December 2010 No 4 On development of entrepreneurial initiative and stimulation of business activity in the Republic of Belarus, the Edict of the President of the Republic of Belarus from 3 March 2010 No 130 On the accession of the Republic of Belarus to the Paris Declaration on Aid Effectiveness, Programme for socio-economic development of Belarus in 20112015 approved by the Edict of the President of the Republic of Belarus from 11 April 2011 No 136 and other state programmes.
The Regulation of the Council of Ministers of the Republic of Belarus from 21 November 2003 No 1522 provides for a simplified registration procedure without approval by special decisions of the Government of the Republic of Belarus for International Technical Cooperation projects developed on the basis of the project proposals included in the National Programme for International Technical Cooperation. Such International Technical Cooperation projects are considered approved if they do not make any changes to project proposals regarding targets, objectives, list of recipients and if they do not provide mobilization of co-financing from national or local budgets.

Project proposals of the National Centre of Legislation and Legal Research of the Republic of Belarus included in National Programme for International Technical Cooperation in 2012–2016 are the following:

1. Study of the experience of legal regulation of the status of stateless persons in foreign countries
