In compliance with the Edict of the President of the Republic of Belarus from 13 December 2007 No 630 “On certain measures for improving the law-making activity and scientific researches in the field of law” the National Centre of Legislation and Legal Research of the Republic of Belarus (hereinafter also referred as – Centre or initialized as NCLLR) shall be the legal successor as regards any rights and duties of the public scientific institution “The Institute of the State and Law of the National Academy of Sciences of Belarus” including as regards the State Comprehensive Program of Scientific Research “Economics and Society”.

Within the above Program during the period 2006-2010 the Institute for Legal Research of the NCLLR shall carry out 8 output programs in the following areas:

1. National legal system: current status, problems and development trends (theoretic and legal aspects).
2. Legal securing of a stable state development in the context of organization and functioning of the Union State and of optimization of the law-making activity as regards legislature bodies of the Republic of Belarus.
3. Executive power in the Republic of Belarus: improvement of a system of bodies and of their lawmaking activity.
4. Legal mechanism of forming the innovative model of economics and current problems of intellectual property rights.
5. Legal regulation of labor relations between workers and employers in the up-to-date conditions of the Republic of Belarus.
6. Legal problems of efficiency by nature management, agricultural activity and preservation of the environment.
7. Theoretical and applied problems peculiar to harmonization of the legislation the Republic of Belarus with universally recognized and regional international legal norms.
8. Elaboration of social and legal theory as well as scientific and practical procedure for the purpose of implementing the criminological expert examination of legal normative acts.

Within the year 2008 the National Centre of Legislation and Legal Research of the Republic of Belarus put forward proposals for the elaboration of three new assignments:

1. Conceptual foundations for efficiency increase of justice through application of conciliatory procedures system.
2. Legal ensuring of development of farming industry, rural territories and agrosettlements.
3. Reformation conception of the tax system of the Republic of Belarus in the context of comparative law analysis.

            Simultaneously the staff of the Institute for Legal Research of the NCLLR is carrying out research works on two projects entitled as:

“Legal forms of land use by producers of agricultural products in the context of reformation of agricultural and land relations”

“Organizational and legal problems of resources saving in the Republic of Belarus”.

Furthermore, the staff of the Institute for Legal Research of the NCLLR implements scientific researches on the innovation project “Development of mechanisms regulating the innovation activity in the Republic of Belarus” being in the framework of collaboration arrangements with the National Academy of Science of Belarus.
